If you possess a Foreign driver’s license (Excl. US Territories or Canada) or an Armed Forces License and are in the process of applying for a Maryland driver’s license, you will need to complete MDOT’s 3 Hour Roadway Safety Driving Education Program from a certified provider. Street Smarts of Maryland offers both in-person and online versions of the course, as well as the in-person final Exam.

3 Hour Roadway Safety Driving Education Program
This program is the successor to MVA’s 3-Hour Drug and Alcohol Safety Program. Students must complete both the course and a short (15 minute) in-person final exam.
Upon completion of this program, the student will be provided an MVA certificate which is required to obtain their Maryland Drivers License.
RegisterONLINE 3 Hour Roadway Safety Driving Education Program
We offer a self-paced, 4-session version of the Roadway Safety Program that is fully online for your convenience. Please note that the final exam must be attended in-person.
Upon completion of this program, the student will be provided an MVA certificate which is required to obtain their Maryland Drivers License.
